With over 30 years of experience in diverse business sectors, Gael-Sylvia Pullen founded Nocturnal GovOp Global to capitalize on her vast domestic and global networks. Nocturnal is a fully certified lead contractor in the state of Ohio, specializing in general contracting services, including painting, carpentry, and project management.
Gael-Sylvia's intercultural business acumen began while living in Switzerland during high school, attending Waseda University in Tokyo, Japan, serving in the Solomon Islands with the Peace Corps, and raising a family to see the whole world as their classroom. Her government relations background evolved from city halls to the White House to international relationships before serving on McDonald's Government Relations committees during her years of building, owning, and operating award-winning McDonald's franchises. Prior to McDonald's, she owned the first and largest minority, female-owned commercial real estate firm in the state of California, with state agencies becoming her clients. Ultimately, it is her genuine desire to model a world of opportunities and the power of diversity and inclusion. She remains committed to establishing long-term relationships by surrounding herself with experts that solve customers' problems. She leads a team of specialists proficient in sectors including government contracts, the hospitality and restaurant industries, industrial, higher education, transportation, and multi-family residential projects.

20+ years as award winning McDonald’s franchisees. Building, owning and managing McDonald’s restaurants between California, Ohio, Arizona. With his wife and business partner of 44+ years, Gael-Sylvia Pullen, Mark handled the operations and financial management of 5,000+ employees and multiple restaurants over the course of 20+ years. He is the co-created of an award-winning employer assisted housing model helping low-wage employees become financially literate, leading to homeownership.
Prior to McDonald’s, Mark was an aerospace Supervisor and Project Manager at Hughes Aircraft for 11 years, in El Segundo, California.
Highly sought as a business consultant project manager for financial analysis, operations and workforce development.
Successfully acquired, managed, and maintained residential and commercial properties for over three decades. Licensed real estate broker in the State of California and broker license in Ohio forthcoming.

- Managed project timelines, budgets, and resources to ensure on-time and within-budget completion.
- Coordinated with architects, engineers, subcontractors, and suppliers to achieve project goals.

Kathy Pierce-Contractor Project Manager
Over 37 years of work experience in project management and construction, with a broad background in many areas of managing teams of architectural engineering, hospitality and commercial/residential construction. This includes the application and analysis of many elements in several vertical and linear construction disciplines from design concepts to use and occupancy, including budgeting, project programing, space planning and management, project management, monitoring maintenance, construction, inspection, contract administration.
